5 ß(:L)

November 6, 2000

Subject
Recommendation from the Regional Transportation Committee Concerning Ferry
Service and Shuttle Bus Service

Recommendation
The Regional Transportation Committee makes the following recommendations:

1. No action on ferry service should be taken at this time. The City should continue
to support and lobby for this type of commute service and support adequate
funding by working with the Port of Redwood City.

2. Contract with Peninsula Congestion Relief Alliance (PCRA) to find groups of
smaller employers that might be able to join together to provide shuttle service.

3. Establish a mid-day shuttle service similar to the South San Francisco "Dasher"
service.

4. Construct facilities to enhance shuttle bus service (shelters, seating, lights, etc.)

Background
Ferry Service - The Peninsula Transportation Plan (Plan) is being calendared for
approval on November 9, 2000 by C/CAG. Part of that Plan discusses ferry service.
The reality is that there is little or nor money for ferry service, and it would be in direct
competition with other forms of transit.

The Regional Transportation Committee met with Dick Dodge and Mike Giari of the
Port, to discuss the viability of the ferry service. Based on studies prepared by the Port,
there would need to be a $20-$30 million investment for capital improvements to start
the service, with an operation subsidy of $2-$2.5 million per year.

The Governor recently signed legislation providing $12 million for a new "Water Transit
Board." Redwood City and the Port should become involved with this Board as it
studies the possibilities of water transit.

Since there is little or no money from local, State, or Federal sources at this time, it was
felt that Redwood City should not pursue this option in the near term until funding
becomes available to build a system that provides adequate service. Since this might
be a viable option in the future, it was noted that the City should not do anything that
will prohibit us from providing a terminal, and required support services. The City
should continue working with the Port of Redwood City to lobby for additional funding
that is separate from other transit funding.

".""'-.".""¡"---'--'T"""
