<br />/O-A 1- <br /> <br /> <br />er <br /> <br />November 13, 2000 <br /> <br />Subject <br />Temporary Street Closure - Maple Street and Franklin Street <br />Engineering File No. 805-03 <br /> <br />Recommendation <br />Adopt a resolution approving the temporary closure of Maple Street, from Lathrop <br />Street to EI Camino Real, and Franklin Street, from Maple Street to Monroe Street, for <br />the period of November 15, 2000 to January 30, 2002. <br /> <br />Background <br />Irvine Apartment Communities is ready to start the construction of the 191 unit <br />apartment project, located in the Franklin Area Plan. The construction will occur in the <br />area bounded by EI Camino Real and the Caltrans railroad tracks, Maple Street and <br />Monroe Street. In an effort to complete the work, the developers have requested the <br />closure of Maple Street, from Lathrop Street to EI Camino Real, and the closure of <br />Franklin Street, from Maple Street to Monroe Street, for the duration of construction. <br />(November 15, 2000 to January 30,2002). <br /> <br />The request is supported by the following considerations: <br /> <br />1. This project encompasses two City blocks and the buildings are placed in very <br />close proximity to the street right-of-way lines. The excavation for the foundation <br />and for the sub-terranian garages will burden the adjacent streets with <br />substantial activities. These activities would require continuously changing and <br />substantial traffic control. Due to the size of the construction equipment, and the <br />mass movement of large dirt hauling and other trucks, even the best <br />implemented traffic control could provide only marginal traffic safety. <br /> <br />2. The debris, dirt, chunks of rubble, and other material will be a constant threat to <br />traffic safety. Keeping these streets clean enough for traffic will be a difficult, if <br />not impossible task. It will become a constant irritation to the public, the <br />developers and the City. <br /> <br />3. The streets proposed for closure, are directly adjacent to the project site, and <br />adjacent to Redwood Creek along the east side of Maple Street. There are no <br />other properties fronting on the streets proposed for closure. Consequently, the <br />street closure will not prohibit access to other interests in the area. The closure <br />will have some affect on businesses in the area, but there are alternative ways to <br /> <br />""_O""'-""""'"'"¡-"""'--Y"""'-"""--- ... <br />
