<br />I()-A z, <br /> <br />access and egress this area. No businesses will lose their access due to the <br />closure. The only businesses on Maple Street (Marcelli Electric) will still have <br />access from Maple Street via Lathrop Street. Other businesses will be able to <br />gain access via Beech, Elm, Lathrop, and Diller Streets. <br /> <br />4. The Developers contacted the immediate neighbors along Monroe Street and <br />Maple Street. According to the Developer's representatives, the owners <br />generally accepted the proposal without specific objections. City staff has also <br />sent notices to the directly affected property owners asking for their input. No <br />responses have come from property owners as of the date of this report. <br /> <br />5. Engineering & Construction conducted a traffic count for Maple Street and found <br />both the AM and PM traffic count low enough to redirect traffic to the Jefferson <br />Avenue and EI Camino Real; Beech Street and EI Camino Real; Chestnut Street <br />and EI Camino Real, and Main Street and EI Camino Real intersections. The <br />existing peak-hour peak-direction traffic volume on Maple Street amounts to <br />approximately 20% of the hourly capacity of a single traffic lane. Therefore, the <br />closure will not result in significant impact. <br /> <br />6. The scope of this construction project includes the complete reconstruction of <br />Maple Street from the railroad tracks to EI Camino Real; the reconstruction of <br />Franklin Street from Maple Street to Monroe Street, and the complete <br />reconstruction of Monroe Street. The reconstruction of these streets will change <br />the vertical and horizontal alignment to such an extent that these streets would <br />have to be closed for a substantial period of time (regardless of the building <br />construction. ) <br /> <br />Staff carefully evaluated the available alternatives and is convinced the complete street <br />closure is the safest. and least disruptive alternative. Therefore, staff recommends <br />Council approval of the closure of these streets from November 15, 2000 to January <br />30,2002. <br /> <br />The attached sketch shows the locations of the street closures, and the detour plan. <br /> <br />Fiscal Impacts <br />There are no fiscal impacts to the City.
