""From'theMana er <br /> <br />. . <br /> <br />November 13, 2000 <br /> <br />Subject <br />Agreement for Design and Engineering Services for the Sports Field Improvements <br />Project at Garfield School - Engineering File No. 803-02 <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing execution of agreement with The Beals <br />Group, of San Jose, California, for providing consultant design and engineering <br />services for the Sports Field Improvements Project at Garfield School, in an amount not <br />to exceed $43,617.50 <br /> <br />Background <br />During 1997-1998, the City Council set a high priority for improving the availability of <br />playfields for City residents. Funding in an amount of $1,100,000.00 was appropriated <br />to accomplish this objective. Mayor Ruskin and Council member Hartnett formed a task <br />force involving staff to locate the field space, and ensure that the funding be spent in <br />the most effective manner. <br /> <br />Flat open space, appropriate for use as playfields, is very limited in Redwood City. <br />Staff started looking at existing fields and found that the fields at elementary school <br />sites in and around the City were under-utilized because of their playability, especially <br />during the winter season. Formal discussions were held with the Redwood City <br />Elementary School District and the County of San Mateo to discuss a joint effort that <br />would be mutually beneficial to residents of Redwood City, as well as residents of the <br />County of San Mateo. After months of discussions, the parties involved came to an <br />agreement outlining the contribution of each party: <br />--,., The School District will contribute by allowing the use of the, fields, by the <br />general public and organized groups, during non-school hours. <br />,.. The County will contribute through the use of Community Block Grant funds. <br />--,., The City will also contribute funding, provide field maintenance, and act as <br />"project manager" for the renovation project. <br /> <br />Taft School located at 8thAvenue and Bay Road is nearly complete and should be <br />available for use by the general public next spring, after the contractor has completed <br />the 90-day maintenance period, and the improvements have been accepted by the City. <br /> <br />Garfield School located at 3600 Middlefield Road, Menlo Park (San Mateo County <br />jurisdiction) is the next of the school sites to be renovated.
