<br />r¡.~- D1- <br /> <br />surface is uneven and, because of the clay, tends to pond water after a rainfall. The <br />turf is also in poor condition. Presently, Garfield school has one soccer field, but with <br />the use of the adjacent open space, the field can be reoriented, and a Senior League <br />baseball field can be added along with a regulation size soccer field. The overlapping <br />area will allow better utilization of the field for youth soccer, or other youth sports. All <br />three parties agreed that the use of a sand-base field offers more durability and <br />'playability during wet seasons, and sand-based fields are preferred by the majority of <br />users. The construction cost of a sand-based field is approximately $6.00 per square <br />foot. <br /> <br />In the agreement with the School District and the County of San Mateo, the City (acting <br />as the "project manager") was also to pay for the design and engineering work for the <br />fields. The City assembled a Request for Proposals for this project and issued it on <br />November 13, 1998. Four proposals were received by the December 2, 1998, due date. <br />Staff felt that three of the four consultants were qualified to design the project and <br />invited the three for an interview on December 16, 1998. The three consultants <br />interviewed were: (1) The Beals Group of San Jose, (2) Singer & Hodges of San <br />Ramon, and (3) Carducci Landscape Architects of San Francisco. The interview panel, <br />consisting of representatives from the three participating agencies, selected The Beals <br />Group as the most qualified consultant. <br /> <br />The Beals Group's, headed by their principal, William Beals, has a vast amount of <br />experience in designing this type of project, and have a thorough understanding of field <br />construction methodologies. Since drainage is an important component of this project, <br />The Beals Group is well qualified, because they have a civil engineer within their <br />company. ' <br /> <br />The Beals Group proposal of $43,617.00 is a competitive and reasonable fee for the <br />required effort to complete the design, and for engineering services to assemble a set of <br />Contract Documents for Garfield School. This proposal also includes construction <br />support, which proved to be valuable at Taft School. The Beals Group originally <br />designed Taft and Garfield sports field renovations as one project. At the 90% review <br />stage, Garfield was removed from the Contract Documents because of scheduling <br />conflicts with the school construction activities by the School District. The sports field <br />design at Garfield School is similar to that of Taft School. <br /> <br />Approval of Plans and specifications, and the authorization to advertise for bids will be <br />brought back to the City Council in February 2001. <br /> <br />A complete copy of the agreement is available for review in the City Clerk's office. <br /> <br />-2- <br />
