November 13, 2000

Subject
Approval of Second Amendment to Funding Agreement with the San Mateo County
Transportation Authority for the Woodside Road Widening Project
Engineering File No. 806-04

Recommendation
Adopt a resolution approving and authorizing execution of the Second Amendment to
the Funding Agreement with the San Mateo County Transportation Authority for the
Woodside Road Widening Project.

Background
At the September 14, 1998 Council meeting, the City Council approved a Funding
Agreement with the San Mateo County Transportation Authority (SMCT A) for the
widening of Woodside Road. The SMCTA will contribute 100% of the original $158,000
cost for the preliminary engineering services needed to complete the Project Study
Report (PSR), and the environmental report for this phase of the project.

On January 10, 2000, the City Council approved the First Amendment to the Funding
Agreement in the amount of $43,400. The additional funds were required for our
consultant, Mark Thomas to perform more technical studies, including more
environmental work required for adding the northbound lane of Woodside Road to the
101 interchange, and other traffic-related issues required by Caltrans. The need for
these additional studies resulted from the SMCT A's review of the draft copies of the
initial Environmental Assessment and Project Study Report.

The Environmental Clearance and the Project Study Report (Phase I) have been
completed. Funds for the first phase were provided 100% from the SMCTA's Measure
"A" funds.

On August 3, 2000, the SMCTA Board of Directors approved the Second Amendment
to the Funding Agreement for Phase 2 of the project, which is the preparation of the
plans and specifications for the construction of the improvements. Subsequently, the
City CQuncil approved an agreement with Mark Thomas and Company for providing
Consultant Engineering Services for Phase II of the Woodside Road Widening Project,
in an amount not to exceed $865,000. The SMCTA will reimburse the City for $622,800
(72%) of the cost for this project.
