<br /> <br />December 4, 2000 <br /> <br />Subject <br />Agreement for Professional Engineering Services for the Blomquist Street Extension <br />Engineering File No. 806-05 <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing execution of agreement with Manna <br />Consultants, Inc. of Oakland, California for Professional Engineering Services for the <br />Blomquist Street Extension, in the amount of $636,354. <br /> <br />Background <br />In August 2000, the City Council discussed whether to adopt an Urgency Ordinance <br />affecting the development of commercial and industrial zones in Redwood City. <br />Council, at that time, directed staff to prepare a Specific Plan for the Bair Island Study <br />Area. This area (shown on Attachment "A"), covers all the property along Bair Island <br />Road; property fronting the Redwood Creek (including Docktown Marina), and portions <br />of the frontage along Blomquist Street. <br /> <br />The staff is undertaking the Specific Plan for that area, and we are in the process of <br />selecting a consultant and narrowing the scope of work for this Study. Meanwhile, <br />developers are looking at building on various parcels within that Study Area, and the <br />City needs to accelerate its plan for extending Blomquist Street to accommodate this <br />development. <br /> <br />The Blomquist Street Extension Project would construct Blomquist Street from its <br />present terminus at Maple Street, through the Docktown Marina, over Redwood Creek <br />to Bair Island Road (See Attachment "B"). The project will consist of acquiring right-of- <br />way from adjacent property owners; constructing a bridge over Redwood Creek; <br />relocating/reconstructing a storm drainage pumping station, and associated roadway <br />and appurtenances. <br /> <br />A request for proposal (RFP) was sent out to 30-40 transportation consultants in the <br />Bay Area. Only 12 consultants showed interest at the pre-proposal meeting. Two <br />consulting firms responded, and both of those firms were interviewed by our selection <br />panel. The firm of Manna Consultants, Inc. of Oakland, California, was chosen for this <br />assignment. Manna Consultants has demonstrated a wide range of experience in the <br />area of roads and bridges, and has worked on several bridges for Caltrans.
