<br />T).~-A~ <br /> <br />enthusiasm for the project. Their Design Team is suggesting making this bridge a <br />"signature structure." Manna's vision was to create something the City can show as an <br />architectural feature, which would set a tone for development of this area. Staff felt this <br />approach was well worth pursuing. As the design gets underway, staff will analyze the <br />various constraints of the structure, and decide on what kind of bridge the City wants. <br /> <br />Manna Consultant's fee of $636,954 is considered reasonable for the complexity of the <br />project. The City, in turn, will have to engage a right-of-way agent to handle the <br />acquisition process. <br /> <br />The next steps are to complete the design; acquire the right-of-way; advertise for bids <br />for the project, and start construction. The estimated date for the start of construction <br />is May, 2002. <br /> <br />Fiscal Impacts <br />Funds for this project are being collected through the City's Traffic Impact Fees. This <br />particular project was budgeted at $7.1 million, and is listed in the schedule of six <br />"Corridor and Area-wide Improvements" in the enabling Ordinance. The Blomquist <br />Street project was budgeted in the FY 2004/2005 Capital Improvement Program, but <br />increased activity in this area means we have to move it up on the list in terms of <br />priority . <br /> <br />Staff is recommending that the amount of $636,954 be budgeted this Fiscal Year as a <br />Specific Budget Amendment. This amount would be "advanced" from existing funds <br />generated from Developer Fees, in order to get the design underway.
