<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 4, 2000 <br /> <br />Subject <br />Water Quality Monitoring Contract <br /> <br />Recommendation <br />Adopt a resolution to award the contract for the 2000101 Water Quality Monitoring Program to <br />Scientific Environmental Lab., of Palo Alto, CA in the amount of $48,974.40. <br /> <br />Background <br />The City is required by State and Federal laws to conduct water quality monitoring tests of its <br />potable drinking water to ensure a safe and high quality water supply. Also, the City must meet <br />water quality standards established by the California Regional Water Quality Control Board in the <br />Redwood Shores Lagoons. The City's Lagoon Management Plan contains a monitoring program, <br />which includes weekly water testing to ensure adherence to the required water quality standards. <br /> <br />The City has no responsibility or jurisdiction over the monitoring or testing of San Francisco Bay <br />waters. That oversight authority belongs to the San Francisco Bay Regional Water Quality Control <br />Board, which monitors the quality of the bay waters at 20 locations, three times each year. <br /> <br />On October 16, 2000, the City Council approved bid documents and authorized the call for bids for <br />potable drinking water and Redwood Shores Lagoons monitoring testing program. The City Clerk <br />advertised the bid invitation with copies of the bid mailed to three vendors. The one bid received <br />was opened by the City Clerk on November 15, 2000 and is considered a valid bid. <br /> <br />Scientific Environmental Lab <br />Sequoia Analytical <br />Bio-Bir Laboratories Inc. <br /> <br />Palo Alto, CA <br />San Carlos, CA <br />Benicia, CA <br /> <br />$48,974.40 <br />No Bid <br />No Bid <br /> <br />The. only responsible bidder was Scientific Environmental Lab, Inc. of Palo Alto, California, who has <br />proven to be reputable. Staff contacted Sequoia Analytical, who stated they could not meet the <br />specifications of providing membrane filtration testing. Bio-Bir Laboratories Inc, declined to bid at <br />this time, because their lab is not equipped to performed the required tests. <br /> <br />Alternative <br />Reject bid and re-bid project. <br /> <br />Fiscal Impact <br />Funds in the amount of $42,000 have been budgeted and approved in the FY 2000101 Public <br />Works Services Department operating budget.
