7. Z.81

REPORT

To the Honorable Mayor and City Council
From the City Manager

December 11, 2000

Subject
Approval of a Lateral Transfer Component for the Redwood City Fire Fighter
Recruitment Process

Recommendation
City Council approves and includes a lateral transfer component to the Redwood
City Fire Department's Fire Fighter recruitment process.

Background
As the competition for qualified Fire Fighter candidates continues to escalate
among San Mateo County Fire Departments, an opportunity to improve our
chances of attracting qualified experienced Fire Fighters to our agency would be
advantageous. The Redwood City Fire Department is respected as an agency
that values its Fire Fighters and embraces innovation. This has made our
agency attractive to Fire Fighters from other departments. By establishing a
lateral transfer component, the Fire Department will be able to attract qualified
experienced Fire Fighters. A similar lateral recruitment program is successfully
being used in the Redwood City Police Department.

The lateral transfer Fire Fighter will serve as an additional person on the Engine
Company until the successful completion of field training. Lateral Fire Fighter
candidates will be assigned to -a fire crew to participate in a field-training program
for a maximum of 30 shifts. After successful completion of a field-training
program, the candidate will be assigned a regular position as a member of a fire
company. If the individual performs at a high rate of competency, the evaluating
officer and the Training Chief may recommend early placement on full
assignment based on performance.

Discussions have taken place between labor and management to establish the
following proposed criteria when considering experienced Fire Fighters from
other agencies.

1

--.-- -T
