<br />7. <br /> <br />f8#tll <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 11, 2000 <br /> <br />Subject <br />Use of a Portion of the Cargill Salt Properties to Provide Flooding Relief for East Bayshore <br />Neighborhood <br /> <br />Recommendation <br />Adopt a Resolution requesting that the Federal and State Governments consider the <br />possible use of a portion of the Cargill Salt Property to address flooding relief and <br />incorporate this consideration in their negotiations with Cargill when purchasing the Cargill <br />lands. <br /> <br />Background <br />City Council first considered a version of this resolution on August 14, 2000 at whicli time <br />the proposed resolution contain language supporting consideration of the Highway 84 <br />alignment through the Cargill lands. At that session, several City Council members <br />expressed a desire to receive more information on the proposed roadway alignment and <br />its potentially adverse impacts on the East Bayshore neighborhood and the Woodside <br />interchange. Furthermore, the resolution was discussed at the City Council Utilities <br />Committee meeting of September 14, 2000. It was agreed at both the City Council and <br />Council Utilities Committee sessions that the Transportation Authority needs to address the <br />City's concerns by providing more information on traffic and environmental impacts. <br />Without this information the City Council could not proceed with its support of the proposed <br />alignment of the Highway 84 Extension as a project beneficial to the Redwood City <br />community. <br /> <br />The attached proposed resolution focuses singularly on endorsing the use of Cargill lands <br />to address flooding that has plagued the neighborhoods for more than 25 years. Both, City <br />and County staffs. have had ongoing discussions concerning the best way to alleviate <br />flooding in the Friendly Acres / East Bayshore and the Athlone Terrace area of North Fair <br />Oaks. Independently, our staffs have contacted Cargill Salt and inquired if they would <br />consider acquisition of a portion of their salt crystalizers/evaporators to provide much need <br />stormwater storage capacity for flood relief in the neighborhoods. Cargill explained that a <br />consortium of Federal and State agencies were currently negotiating with them for their <br />property in Redwood City, adjacent to the Bay Front Canal. Cargill further stated that the <br />federal and state agencies requested that they not negotiate with the local agencies <br />simultaneously. The U.S. Department of Interior and the State Resources Agency are <br />leading the acquisition effort on behalf of the government. The agencies and Cargill Salt <br />have initiated the appraisal process to establish the value of the property and expect to <br />complete this process by the end of December 2000. At the State level, funds have been <br />appropriated for the State share of the anticipated acquisition cost and efforts to do the <br />same at the Federal level are proceeding. <br /> <br />'T"--'-."~'T .. <br />
