Garcia, Jr. <br />and Members of the Planning Commission <br />City of Redwood City <br />1020 Middlefield Road <br />Redwood City, CA 94063 <br /> <br />Re: Findings and Conclusions on Appeal of Planning Commission <br />Certification of the Final Environmental Impact Report <br />Downtown Retail-Cinema Project, Redwood City, California <br /> <br />Public hearing having been noticed and held on November 13, 2000, on an appeal, <br />initiated by a letter dated October 25, 2000, written by Ted Hannig, attorney on behalf of his <br />client Powerhouse Gym, of the Planning Commission certification of the Final Environmental <br />Impact Report (FEIR) for the proposed Downtown Retail-Cinema Project, Redwood City, <br />California (the "Project"), oral testimony having been heard, documentary evidence having been <br />received, and the opportunity to be heard having been given to all persons present, the Council of <br />the City of Redwood City hereby finds, concludes, and determines as follows: <br /> <br />FINDINGS <br /> <br />1. The proposed Downtown Retail-Cinema Project would be located in downtown Redwood <br />City. The building components would occupy two blocks: (1) the block surrounded by <br />Middlefield Road on the south and west, Broadway on the north, and Jefferson Avenue on <br />the east ("Block 1") and (2) the block bounded by Middlefield Road on the north, Jefferson <br />A venue on the east, and the Caltrain railroad tracks on the south ("Block 2"). Block 1 would <br />consist of a mixed-use building containing approximately 80,000 square feet of retail store <br />and 20 screen, 4,500-seat cinema. The building would contain a total of 160,453 square feet <br />of interior space and would be two stories (60 feet) high. Block 2 would consist of a parking <br />structure containing 988 parking spaces on five parking levels including one level below <br />ground, one level at grade, and three levels above grade. The structure would also contain <br />35,000 square feet of retail space in a specialty foods market at the comer of Jefferson <br />A venue and Middlefield Road, and 1,860 square feet of other retail space facing Winslow <br />Street. <br /> <br />2. The Project is located in the "CBR" (Central Business and Retail) Zoning District established <br />under the Zoning Ordinance of the City of Redwood City (Ordinance No. 1130, as amended). <br /> <br />3. During the environmental review process an "Alternative 4" was developed which would be <br />almost identical to the proposed project on Block 1, covering the block with a two-story <br />mixed-use building that is occupied by retail stores and restaurants on the ground floor, <br /> <br />1 <br />
