Hold a Public Hearing of objections regarding the formation of the District. <br /> <br />2. Find and determine that the public necessity, health, safety and welfare, requires <br />the establishment of the District. <br /> <br />3. Readopt the Ordinance establishing the District. <br /> <br />Background <br />As part of the FY 00/01 Capital Improvement Program, the City Council established <br />priorities for future underground utility districts. Roosevelt Avenue, from Hudson Street <br />to Valota Road, is considered one of the City's prioritized projects. Roosevelt Avenue <br />from EI Camino Real to Hudson Street was reconstructed and overhead utilities placed <br />underground during Phase lover ten years ago. It is proposed to include the <br />undergrounding of the existing overhead utilities on Roosevelt Avenue, from Hudson <br />Street to Valota Road, as part of the Roosevelt Avenue Reconstruction Project Phase <br />II. It is expected that the project wUI be completed by December 31,2002. <br /> <br />Engineering & Construction staff have met with Pacific Gas & Electric Company, Pacific <br />Bell, AT&T (formerly TCI Cablevision) , and RCN, regarding the formation of a district, <br />and to establish the boundaries for said district. There were no objections to forming a <br />district within this area. RCN has agreed to be the lead carrier, and to complete the <br />design for the undergrounding portion of the work. <br /> <br />In order to qualify for Underground Utility Funds (Rule 20.A), an underground district <br />must be established by ordinance to mandate the undergrounding of all overhead <br />utilities including service drops, and the removal of all wood poles. Pad-mounted <br />transformers will not be allowed in the proposed district, except under special <br />circumstances approved by the Community Development Services Department. These <br />circumstances would include: (1) special landscaping treatment around the transformer <br />cabinet to eliminate its visibility, or (2) providing a location such that the transformer <br />cabinet's visibility is minimized. <br /> <br />-1- <br /> <br />T"-- . .~...
