<br />II-t.. <br /> <br />It is noted that an existing primary 60 kv electrical transmission line, (running along <br />Roosevelt Avenue from St. Francis Street to Valota Road), is located within the <br />proposed underground district boundaries. The transmission line on Roosevelt Avenue <br />consists of three poles, and is part of a system running primarily on St. Francis Street <br />and Valota Road (see map). Although all overhead utilities serving properties within the <br />proposed underground district are required to be placed underground, the City is <br />proposing that an exception be made to allow the high power transmission line and <br />facilities to remain, because the cost of undergrounding this primary transmission line <br />would be cost prohibitive, estimated at an additional $1 Million. All other utilities will be <br />placed underground. <br /> <br />On October 23, 2000, the City Council adopted Resolution No. 14079 to consider the <br />development of an underground district encompassing the area of Roosevelt Avenue, <br />Hudson Street & Valota Road, as shown on the attached sketch, and introduce an <br />ordinance for the formation of the District. There was a second reading of the <br />Ordinance at the November 13, 2000 City Council meeting, when said Ordinance was <br />adopted (Ordinance No. 2204), and notices regarding the Public Hearing were sent out <br />to affected property owners (approximately 100), to all utility companies known to have <br />facilities that may be affected, and was published at least once in the newspaper <br />announcing a Public Hearing on December 11, 2000. The Ordinance is being <br />readopted to allow consideration of comments at the Public Hearing. <br /> <br />Fiscal Impacts <br />Funds in the amount of $500,000, which are reimbursable from Pacific Gas & Electric's <br />Rule 20A Funds, are budgeted in fiscal year 2000/2001 Capital Improvement Program <br />budget. Another $150,000 is budgeted for new street lighting. <br /> <br />The cost (up to $1,500.00) for the conversion of electric service panels to underground <br />service will be paid by PG&E, pursuant to Rule 20.A. The City will pay any costs <br />exceeding $1,500.00. <br /> <br />RCN has agreed to be the lead utility agency that will complete the design work, and <br />their design will be incorporated into the City's construction project for the Roosevelt <br />Avenue Reconstruction Project Phase II, which the City will advertise, award, and <br />administer.
