I <br /> REPORT : <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December l l, 2000 -- <br /> Subject <br /> Formation of the San Mateo County Tourism Business Improvement District <br /> Recommendation <br /> Approve Resolution Consenting to the Formation of and Participation in the San Mateo County <br /> Tourism Business Improvement District. <br /> . Background <br /> Late in 1999, the Convention and Visitors Bureau (Bureau) commissioned a study to determine <br /> where the Bureau could improve in terms of operations and marketing to suggest options for future <br /> configuration of the Bureau. <br /> After careful consideration of all suggestions, the Board selected the option of a Tourism Business <br /> Development District. Under such a district, the hotels, motels, inns, and bed and breakfasts would <br /> assess themselves in order to raise money to market the county through the Convention and Visitors <br /> Bureau. The underwriting of the district could be added to guest folios as a per room night fee, <br /> based on occupancy figures from the previous year. . <br /> Modeled after a Business Improvement District (BID) being formed in Sacramento, the BID is <br /> proposed for the entire county, with Burlingame, as the largest generator of hotel revenue, assuming <br /> the role of lead agency. Each city interested in participating is asked to simply approve a resolution <br /> of consent to be a part of the district. <br /> The Bureau has mailed information to all appropriate properties in the County and held a <br /> countywide meeting to explain the proposal. All property owners/managers in the county were <br /> invited to the meeting and there was unanimous approval among those in attendance. Prior to the <br /> large meeting, smaller meetings were held and input sought from properties of different sizes <br /> throughout the county. Nearly all requests and suggestions made at those meetings have been <br /> incorporated into the marketing plans for the Bureau under a BID. <br /> As proposed, full service hotels (with room service, business services, restaurants and meeting <br /> space) would pay $1.00 per occupied room night. Limited services hotels with 1,000+ square feet of <br /> meting space would pay $.50 per room night. Limited service hotels with under 1,00 square feet <br /> would pay $.25 per room night, and bed and breakfasts and properties with no meeting space would <br /> pay $.15 per occupied room night. <br /> _ ..._ _ . . _.
