In all situations, staff has been very pleased with Mr. EuphraYs
level of expertise and responsiveness.
In June 2000, Max Keech approached the City with a proposal to construct and operate
a childcare facility on City-owned land in the Redwood Shores area. The City Council
directed staff to negotiate a land lease and financing arrangement with Mr. Keech as
conventional financing would not enable the proposed project to proceed.-
In as much as the negotiations befinreen the City and Mr. Keech required a level of
expertise not possessed by staff, and Council wanted these negotiations to proceed very
quickly, a decision was made to retain Mr. Euphrat to negotiate on the City's behalf with
Mr. Keech.
Fiscal Impact
Funds are available to pay Mr. Euphrat's fee of not more than $15,000.00 from developers'
deposits made to the City to support childcare projects.
 C ,
Brian onry Corinne Centeno Edward Everett
Finance Director Parks, Recreation and Ciry Manager
Communiry Services Director
_ __ _. _--___. ...._ _
