By notice of official action dated July 31, 2000, the Zoning <br /> Administrator advised Appellants of said Administrator's denial of their <br /> application for an architectural permit for the Project. <br /> 3. On October 23, 2000, a duly noticed public hearing was held on <br /> Appellants' appeal from the Zoning Administrator's decision. <br /> 4. Laurel Way, as platted for subdivision prior to annexation to the City of <br /> Redwood City of the properties fronting thereon, has a theoretical plotted width <br /> of 50 feet. Laurel Way extends approximately 1200 feet from its intersection with <br /> Highland Avenue southerly and then westerly, terminating in a cul-de-sac. A <br /> portion of Laurel Way, near the intersection with Highland Avenue, is improved to <br /> . City standards. Beyond that portion, another portion is paved to a width of <br /> approximately 20 feet (or, one-half that of a standard hillside street width). The <br /> remaining portion of Laurel Way, extending southerly and then westerly, is <br /> unimproved and allows passage for but a single vehicle at a time. Except for <br /> that portion improved to City standards, Laurel Way is a private road (including <br /> that portion paved to one-half width of a standard street). <br /> 5. Appellants' Property is adjacent, southerly, to the last southerly lot <br /> fronting on the portion of Laurel Way improved to City standards, but Appellants' <br /> Property fronts on that portion of Laurel Way paved to a width of 20 feet. <br /> 6. A plat of Laurel Way, showing improved and unimproved lots fronting <br /> thereon, is attached hereto marked Exhibit "A" and by this reference incorporated <br /> herein. Appellants' Property is marked thereon by a black circle, and designated <br /> "Subject Parcel." References herein to street numbers correspond to the lots so <br /> numbered on Exhibit "A." <br /> 7. In 1971, assessment district proceedings were instituted for the <br /> improvement of Laurel Way. Those proceeding were terminated upon opposition <br /> to the formation of the district by some of the landowners proposed to be <br /> assessed. <br /> 8. In 1982, upon application of the owner, variances to certain provisions <br /> of the Zon. Ord. were granted to permit construction of a residence at 3733 <br /> Laurel Way, subject to the condition that the owner enter into an agreement with <br /> the City for the construction of the above-described one-half standard street <br /> width portion extending across the frontage of that lot and for extensions of the <br /> water and sewer mains to serve said property. <br /> Fndgs-5 <br /> f/s h/s h/RClC o u n ci l/fi n d i ng s <br /> _ _._ .. . _ _ _ . r___. . _ .�.. _ _ <br />
