Cons�ruction of a single-family, detached residence at 3718 Laurel <br /> Way, as proposed by Appellants, will not have a significant effect upon the <br /> environment. <br /> 21. Absent the determination of a significant environmental effect of a <br /> project, consisting of a single-family residence, a single-family residence may be <br /> categorically exempt from the provisions of CEQA (14 CCR §§ 15303 (Class 3— <br /> New Construction of Small Structures]; 15332 [Class 32—Infitl Project]). <br /> . CONCLUSIONS <br /> 1. The application for an architectural permit for the construction of a <br /> single-family detached residence at 3718 Laurel Way should be, and hereby is, <br /> granted, and the decision of the Zoning Administrator is hereby reversed. <br /> 2. The Zoning Administrator is hereby authorized and directed to issue an <br /> architectural permit for the construction of a single-family, detached residence at <br /> 3718 Laurel Way; provided, that the Zoning Administrator shall exercise his <br /> reasonable discretion in attaching conditions to said permit; provided, further, <br /> that said condition shall include, without limitation, the requirement that <br /> Appellants shall enter into an agreement with the City to improve that portion of <br /> Laurel Way along the frontage of Appellants' Property to the standards and <br /> requirements established in those certain improvement plans entitled, "Laurel <br /> Way Improvement Unit No. 2," dated 9/13/71. <br /> 3. The Zoning Administrator is hereby authorized and directed to advise <br /> the owner of 3726 Laurel Way that the condition of approval heretofore granted <br /> by the City for the reconstruction of a single-family, detached residence thereon <br /> is hereby modified by deleting the requirement that the owner thereof contribute <br /> to the cost of preparation of an area-wide EIR except to the extent, if any, that <br /> Fndgs-5 <br /> f/s h/sh/RC/Cou nci I/find i ngs <br />
