REPORT
To the Honorable Mayor and City Councii
From the City Manager
December 18, 2000
Subject __
Professional Consulting Services — Ground Water in EI Camino Real / Sequoia Station Area
Recommendation
By Motion, authorize Task Order No. 4 to the Professional Services Agreement with Subsurface
Consultants, Inc. in the amount of $80,340.00.
Background
On Sept. 16, 1996, the Ciry Council approved and authorized an agreement with Subsurface
Consultants, Inc. to perform specialized professional engineering and consulting services related
to ground water conditions in the EI Camino Real / Sequoia Station area. Since that time,
Subsurface has performed a variety of technical tasks and consulting services as the City has
responded to State of California Regional Water Quality Control Board (RWQCB) inquiries and
directives. Work products include a significant report to the RWQCB in July 2000. The work to
date has been conducted under the direction of the City Attorney, with support from the Public
Works Services Department staff.
At this juncture, the City Council has authorized a total contract amount (including Task Orders No.
1, 2 and 3) of $85,000, with an expiration date of August 1, 2000. As of that date, approx. $79,000
had been expended.
Additional response in the form of a"work plan" is expected by the RWQCB by January 31, 2001.
The City Attorney and PWS staff have agreed to a scope of services for preparation of the
environmental site characterization, preparation of report and plan and follow-up with RWQCB staff
by Subsurface Consultants, Inc. Therefore, it is recommended that the City Council authorize Task
Order No. 4 in the amount of $80,340.00 with an extension of agreement term to June 30, 2001.
Alternative
None feasible at this time.
Fiscal Impact
The approved FY 2000/2001 Sewer Enterprise Fund Capital Improvement Program budget includes
$500,000 for this on-going activity, of which the full amount is unexpended and available.

"
Peter Ingram Ed Everett
Director, Public Works Services City Manager
Attachment
Task Order No. 4
. . _ _ _ ___._. _ .__. ..r
