Public Hearing to consider Proposed Development Agreement between the <br /> City of Redwood City and the Opfer (Owners) . 2233 Mlddlefleld Road, <br /> Redwood City; <br /> <br /> Planning and Redevelopment Director Church explained the background and that <br /> in 1999 the Redevelopment Agency directed staff to begin looking for sites in <br /> order to provide affordable housing. The criteria were that the sites should be <br /> vacant, unused or underutilized land and that secondly, the site might have code <br /> enforcement issues. Mr. Church explained that 22 sites were selected and the <br /> Opfer property was one such site.
