SELECT PRELIMINARY SOLUTIONS AND DEVELOP DRAFT OVERALL PLAN <br /> <br /> The Kimley-Horn team will work with the TAC to select a package of preliminary solutions. The <br /> team will provide clarification, and further analysis to help narrow down and/or refine concepts <br /> into implementable capital, programmatic, and policy solutions to be carried forward into the EIR <br /> transportation analysis for the three commercial and residential projects in the plan area. The <br /> solutions will be comprised of an overall "Bay Front Study Area Transportation Options Plan" <br /> showing the physical connectivity of land uses and modes of travel (roadways, waterway <br /> transportation, paths, bicycle system, bus and small-scale transit systems, rail systems, etc.). <br /> The plan, which extends into the downtown, will include other elements that work in conjunction <br /> with the plan such as Transportation System Management improvements, policy changes, TDM <br /> programs, complementary land uses, parking solutions, etc. The selected preliminary solutions <br /> will be confirmed to represent the transportation basis for the cumulative scenarios in each of <br /> the three EIRs that are being developed for office and residential projects in the plan area. In <br /> this task, the team wilt refine the preliminary timing of solutions developed in Task 3, <br /> <br /> Deliverable: Administrative Draft and Draft Overall Bay Front Study Area Transportation <br /> Options Plan. <br /> <br />8. DEVELOP TRIP REDUCTIONS AND CUMULATIVE SCENARIO OF EIRS <br /> <br />The overall plan and the work leading up to its development will be specifically applied to the <br />land uses and projects in the plan area resulting in modifications to the estimated trip generation <br />of the three projects. This task requires using the estimated solution effectiveness developed in <br />Task 7 to develop realistic mode share assumptions for each of the three EIR projects and for <br />other land uses in the plan area. The Kimley-Horn team will work with the EIR consultants to <br />translate mode share information to adjustment factors that can be applied to standard Institute <br />of Transportation Engineers (ITE) trip generation rates. This task will result in a trip generation <br />"model" specific to the plan area that can test the effect of different alternative solutions on trip <br />generation, allowing sensitivity testing for EIR alternatives analysis. The Kimley-Horn team will <br />assist the EIR consultants in refining and finalizing the trip generation, distribution, and <br />assignment of traffic for the cumulative scenario. In addition, the Kimley-Horn team will <br />document the alternative solutions process and trip generation model for inclusion in the EIR. <br /> <br />Deliverable: Trip generation model and documentation for inclusion in EIRs. <br /> <br />9. FINALIZE PLAN <br /> <br />A final plan will be developed after completion of the Draft EIRs and the public review process. <br />The public review process, and the review and comment by other agencies and organizations <br />may lead to plan refinements.
