CAPITAL OUTLAY FUND
~'~'~. During the year, a San Francisco Bay Trail Project grant was awarded to 300,000
the City by the Association of Bay Area Governments for the construction
of a bicycle/pedestrian facility relating to the Blomquist Street Extension
Project. This amendment was conceptually approved by Council on
January 28, 2002.

2. The budget for the Building Permitting System Software and Hardware 203,345
purchase was previously adopted in 1997-98 in the amount of $176,000.
The additional amount required for completion of the project is $203,345.
A transfer from the Roosevelt Avenue Reconstruction Gas Tax Project was
conceptually approved by Council on January 28, 2002 (see Gas Tax
Construction Fund below).

3. The City received an allocation of RABA (Revenue Aligned Budget 134,000
Authority) funds from C/CAG for the repair or maintenance of streets used
by transit vehicles. The Council entered into an agreement with C/CAG on
November 8, 2001. An appropriation must be established to reflect this
allocation in the budget.

4. The City received an allocation of funds from PG&E for undergrounding 1,054,000
overhead utility facilities. The City's Roosevelt Avenue Reconstruction
Project Phase II has been approved as an Underground Utility District
2000-01. An appropriation must be established to reflect this allocation in
the budget.

5. The California Transportation Commission recently allocated $705,000 of 705,000
State Transportation Improvement Program funds to the City for the
reconstruction of Roosevelt Avenue between Hudson Street and Valota
Road.

6. The City entered into a franchise agreement with RCN in August 2000 66,000
which provided for RCN to construct at a reduced cost a fiber optic
institutional network between City locations. The total cost for this project
is $206,000, of which $140,000 is already appropriated. On January 22,
2001, Council conceptually approved an additional $66,000 to be
appropriated from the Capital Outlay Fund.

7. The City is in the process of building a Skate Park at Red Morton Park.
Additionally, there was a $200,000 proposal to replace a restroom adjacent
to the Skate Park in fiscal year 2002-03. With the current plan for the
Skate Park, it is more feasible to replace the restroom concurrently with the
Skate Park construction. Staff has identified available funds in the adopted
budget for Herkner Pool Renovation that can be used to accelerate the
restroom replacement project. Funds may then be restored to the Herkner
Pool Renovation when that project becomes active.
Herkner Pool Renovation (200,000)

Red Morton Restroom Replacement 200,000
Total Capital Outlay Fund 2,462,345
A-2
