Box 391
Redwood City, CA 94064-0391

Subject: Proposal to Perform Design Services
Highway 101 Bike Path Recycled Water Transmission Pipeline

Dear Mr. Ingram:

Kennedy/Jenks Consultants is pleased to submit this proposal for design services associated with the
proposed Highway 101 Bike Path Recycled Water Transmission Pipeline. The work is a continuation of
the pre-'design work described in our proposal dated 21 January 2002, authorized under Task Order 2
dated January 28, 2002, and summarized in our Technical Memorandum dated 20 February 2002. We
understand that this proposal for design services may be authorized via a new Task Order to our existing
Agreement for Professional Consulting Engineering Services - Water Recycling Feasibility Study with
the City of Redwood City, dated 18 July 2001.

The proposed facilities include approximately 1,800 meters (6,000 feet) of 24-inch-diameter pipeline to
be located within a bike path right-of-way extending from Skyway Road in San Carlos to Whipple
Avenue in Redwood City. The bike path will be constructed as part ora California Department of
Transportation (Caltrans) project, and the proposed pipeline would be included as part of the Caltrans
contract documents, but accounted for as a separate bid item or bid schedule.

The following presents our proposed scope of services and the associated budget estimate for doing the
work.

Scope of Work

The design services will focus on preparing the drawings, specifications, and bid
documents related to the pipeline for incorporation into Caltrans contract
documents. We anticipate eight drawings will be required. We propose to
subcontract with Caltrans' design engineers, Mark Thomas & Company for
drafting services, specification preparation, and other support services required
to incorporate the pipeline requirements into Caltrans documents. In addition,
we propose to subcontract with Parikh Consultants, Caltrans' geotechnical
