~' E"~ Kennedy/Jenks Consultants

Mr. Peter Ingram
Redwood City Public Works Department
4 March 2002
Page 2

engineer, to provide a brief geotechnical investigation and recommendations for
the pipeline design. Kennedy/Jenks will do the following:

Design the pipeline alignment in plan view;

· Prepare details for pipeline/creek crossings;

· Prepare details for pipeline/utility crossings;

· Prepare pipeline standard details for required appurtenances and trench
requirements;

· Submit design drawing mark-ups to Mark Thomas for drafting, and review
the drafted drawings;

· Review the specifications for the project, prepare inserts for the pipeline
design, submit the inserts to Mark Thomas for conversions to Caltrans
format (Macintosh), and review the prepared specifications;

· Review the geotechnical investigation report and recommendations, and
incorporate them into the pipeline design;

· Update the pre-design cost estimate, submit to Mark Thomas for conversion
to Caltrans format, and review; and

· Provide support services during bidding, including attendance at a pre-bid
conference and responding to contractor and Caltrans questions.

Other construction services, including shop drawing review and site observation,
are not included in this proposal but can be provided by Kennedy/Jenks, if
requested.

Schedule

We estimate the final design can be completed within 120 days of notice to
proceed. This schedule depends on Caltrans' and Mark Thomas & Company's
schedule. It is anticipated that most of the work will be completed by March
2002. It is understood that the City of Redwood City Engineering Department
will review the contract documents concurrently with Caltrans review scheduled
for March 2002.

Budget

We propose a budget of $73,400 be established for this work. Payment would be
on a reimbursable basis, for hours and direct costs expended, in accordance with
