REPOR ~o the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />March 11, 2002 <br /> <br />Subject <br />Appeal of a decision made by the Architectural Review Committee (ARC) to deny a Sign <br />Permit Application for a new monument sign with multiple-tenant listings at a new service <br />station located at 699 El Camino Real. <br /> <br />Recommendation <br />To uphold the decision of the ARC and therefore deny the appeal of the Olympian Oil <br />Company. <br /> <br />Background <br />On September 19, 2000 the Architectural Review Committee (ARC) reviewed a design for a <br />new Olympian service station design (i.e. site plan, canopy, and a deli/mini-mart building) to <br />be located at 699 El Camino Real at the northeast corner of El Camino Real and Brewster <br />Avenue. The ARC recommended the project design to the Planning Commission and Zoning <br />Administrator. On November 21,2000, the Planning Commission certified the Environmental <br />Assessment/Negative Declaration for the subject proposal. The Use Permit was approved <br />by the Zoning Administrator on December 8, 2000 to allow an "Olympian" service station in <br />the "CG-R" (General Commercial - Residential Combining) District. <br /> <br />On October 9, 2001, the ARC reviewed a sign program for the proposed Olympian service <br />station. This is a typical sequence in the review and approval of projects. Because the <br />service station would contain a convenience store and deli, additional tenants with their own <br />signage Were included in the proposed sign program. During this review, the ARC approved <br />the concept of canopy signs plus one sign for each tenant on the wall of the main building. <br />In addition, the ARC required that the size of the sign copy for the wall and canopy signs be <br />reduced in height, and that the total sign area for the site be reduced. Since the sign program <br />as submitted exceeded the maximum sign area allowed by the Sign Ordinance, the ARC <br />reguired that the monument sign be redesigned and reduced in height from 15 feet (see <br />Attachment 1) to a maximum of six feet (wall signage also required modifications in <br />conformance with prior design approvals). The ARC felt that inclusion of the secondary <br />tenant signs on the monument sign would be redundant, since the tenant signs to be installed <br />on the building were determined to be highly visible from the public right-of-way. <br /> <br />At the October 23, 2001 ARC meeting, the applicant submitted revised plans. These plans <br />reduced the total aggregate sign area in closer compliance with the maximum allowable site <br />signage (230.5 square feet maximum is allowed; 302 square feet was proposed). The ARC <br />subsequently approved the canopy signs (attachment 2-A) and three intedor lit primary tenant <br />signs (varying in square footage from 30 to 34 square feet each) to be prominently mounted <br />to the building's El Camino Real fa(;ade (see attachment 2-B).
