The ARC subsequently <br />approved a signage program for the site With the exception of the monument si.qn which was <br />continued. <br /> <br />At the December 11, 2001 ARC meeting, the applicant submitted two different options for the <br />proposed monument sign. One was for an eight-foot high sign on a two-foot berm with a <br />"bullnose" aluminum surround. The other was a six-foot "can-type" sign on a two foot berm <br />with no surround. The design of the monument sign was approved subject to the following <br />conditions (see attachments 3-A and 3-B): <br /> <br /> Submit a new design incorporating a lower-profile aluminum cabinet monument sign <br /> with a "bullnose" surround. <br /> <br /> > The monument sign could use the six-foot sign design alternative but eliminate the <br /> tenant signage and reduce the sign height to five feet. The total height of the sign <br /> (including the berm) shall be a maximum of seven feet. <br /> <br /> Individual primary tenant signs shall be installed flush with the face of the building <br /> (with the exception of the embossing). <br /> <br />(Note: At this point, the applicant wanted to appeal this decision, but opted to re-submit a <br />new proposal for the monument sign only). <br /> <br />At the January 22, 2002 ARC meeting, the applicant submitted a new eight-foot high <br />monument sign on a two-foot berm (see attachment 4-A) with the secondary tenants' names <br />still on the sign (for a total height of ten feet from sidewalk grade). Because the ARC had <br />disallowed the secondary signage to be located on the monument sign, Planning Staff <br />proposed an alternative to the applicant's for consideration by the Architectural Review <br />Committee which could provide additional tenant signage on the Brewster side of the building. <br />The applicant declined to accept this modification and the concept was not reviewed by the <br />Architectural Review Committee. <br /> <br />The ARC denied the applicant's revised proposal showing secondary tenant signs on the <br />monument sign. The ARC was willing to approve a seven-foot high sign (five feet high on <br />a two-foot berm) instead of the eight-foot high sign. This denial was based on the fact that <br />visibility for tenant signage on the El Camino Real-facing wall was more than adequate in light <br />of the exposure of this business on a prominent comer, and the relatively small size of the <br />lot. The ARC additionally felt that the site had a sufficient amount of signs. <br /> <br />Analysis <br />The subject site is considered sub-standard in area according to the current minimum site <br />requirements for a service station, per Section 35.2 of the Zoning Ordinance (the lot size is <br />approximately 18,000 square feet in size; minimum lot size for a service station is 20,000 <br />square feet). A Use Permit was granted by the Zoning Administrator on the basis that the <br />subject operation would be compatible with the reduced proportions of the site, and that the <br />applicant obtain Architectural Permit approval. <br /> <br /> <br />
