<br />6. /#- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />July 11, 2005 <br /> <br />Subject <br />Award of Contract - Fire Station No.1 a - Emergency Generator Replacement <br /> <br />Recommendation <br />Approve the Contract Documents and award the contract for the Fire Station No.1 o - <br />Emergency Generator Replacement to All Area Electric & Construction Co., Inc. of San <br />Francisco, California, for their low bid of $ 98,000.00. <br /> <br />Background <br />The existing 6 KW standby generator at the Fire Station No.1 0 is not adequate for the <br />needs. Since this facility is an essential building, it needs a stronger generator to <br />support the needs during an emergency. . <br /> <br />This project will replace the existing 6 KW generator with a new powerful 60 KW <br />generator with automatic transfer switch, distribution panels and other necessary <br />electrical work that will make Fire Station No.1 o capable to operate during an <br />emergency situation. <br /> <br />The three (3) bids received at the bid opening on May 25, 2005, are summarized below: <br /> <br />No. Bidder Bid Amount <br />1. Steinv and Company Inc. $ 155,866.00 <br /> <br />The bid of $98,000.00 is 2 % lower than the Engineer's Estimate of $100,000.00 for the <br />cost of construction. Based on the bids received, staff believes that the low bid is <br />reasonable and responsive, and recommends awarding the contract to All Area Electric <br />Construction Co. Inc. <br /> <br />On June 1, 2005 a bid protest was submitted by Brian Deering of San Mateo County <br />Electrical Construction on behalf of Mitchell Engineering, allegedly claiming that ALL <br />AREA ELECTRIC is a non-responsive bidder, due to the fact that said company <br />(formerly Topline Electric aka Jin Construction & Electric Co.) has had over $400,000 <br />in wage assessments levied against them by the City of San Francisco, and had a three <br />year debarment period leveled against them from the City of San Francisco. <br /> <br />Page 1 of 2 <br />
