These will be presented in draft form to the City, revised as <br />necessary, and printed to accompany the Final EIR for review and consideration by the <br />City Council. . <br /> <br />Task 3.6 - Preparation of Final Environmental Document <br />Following review and approval of the responses to letters of comment and any changes to <br />the text of the document, DEA will prepare the Final EIR for review by City staff. The <br />document will be distributed by City staff for consideration at the public hearings. <br /> <br />Phase 4: Attendance at Meetings and Public Hearings <br /> <br />With the exception of meetings identified as part of Phase 1.0, attendance at meetings and <br />public hearings will be at the direct request of you and will be invoiced on a Time and <br />Materials basis. For your overall budgeting purposes, an estimate of DEA's costs <br />associated with attendance at meetings and public hearings is included in our Proposed <br />Budget. <br /> <br />Should DEA be requested to attend additional meetings or hearings, DEA may attend <br />these additional meetings as a supplemental task to our contract. Attendance at any <br />meetings which go beyond the scope presented in this proposal will be invoiced to you <br />based on our hourly rates and billing policy. <br /> <br />Task 4.1 - Public Hearings and Meetings During Processing <br />Our scope of work includes attendance at the following meetings during the processing of <br />the EIR. <br /> <br />. A project initiation meeting with the project team; <br />. An introductory meeting with City staff to discuss the Draft EIR, issues to be <br />addressed in the Draft ErR and City procedures; and, <br /> <br />. <br /> <br />. One Planning Commission hearing and <br />. One City Council hearing. <br /> <br />Phase 5: Coordination and Management <br /> <br />For initial budgeting purposes, we estimate about 100 hours associated with processing <br />the EIR through City staff. This will include our on-going coordination with City staff, <br />responding to questions from staff that may arise during the review process and <br />coordination during revisions and subsequent submittal of the screencheck document. <br /> <br />Optional Economic Impact and Fiscal Analysis <br /> <br />Public concern over the potential gas station at the proposed Costco has triggered the <br />need to look further into the economic and fiscal implications of the proposed project. As <br />requested by the City, we have included as an optional task, the preparation of an <br />Economic Impact and Fiscal Analysis.
