The time and cost necessary to complete processing of a project, the number of letters of comment received in response to review of the environmental document and attendance at public agency or planning group meetings is closely related to the degree of controversy associated with the project, as well as the level of analysis addressed in the environmental document. For this reason, all work perfonned by DEA in this phase will be on a "Time and Materials" basis, upon direct authorization by the City. For your overall budgeting purposes, our proposed budget includes an estimate of costs for each of the tasks in this phase. Task 3.1 - Preparation of Administrative Draft Review EIR DEA will provide for City staff review, an Administrative Draft Review EIR. This draft of the EIR will include all sections of the EIR, graphics, table of contents, and a list of references and sources of infonnation. Task 3.2 - Administrative Draft Review EIR Revisions Following City staff review of the Administrative Draft Review EIR, DEA will make the necessary revisions to the document. All comments and edits will be tracked in strike- out/underline fonn for ease of review. Task 3.3 Preparation of Public Review Draft EIR Under this task, DEA will prepare the draft document for public review. We assume the City will be responsible for distributing the environmental document to responsible agencies, other public agencies, interested members of the public and the State Clearinghouse. Task 3.4 - Response to Letters of Comment Upon completion of agency and public review within the prescribed time limits, DEA will prepare written responses to all letters of comment received. All comments received in response to the Draft EIR will be discussed with you and City staff, and an approach to responses will be agreed upon prior to preparation of the draft responses. Responses to letters of comment may involve revisions to the EIR and/or expansion of technical analyses which will be discussed with you and authorized prior to changes to the document. City staff will review the draft responses, and DEA will make necessary revisions before preparing the Final EIR. When draft responses have been approved by City staff, they will be finalized and included in the Final EIR. Task 3.5 - Preparation of Findings and Statement of Overriding Considerations DEA will draft candidate Findings and a Statement of Overriding Considerations, if necessary, for consideration by the decision-maker in certifying the EIR. The Findings will include all measures which would be implemented to mitigate potentially significant impacts; a statement, as appropriate, that the project mitigation may be the responsibility of another agency; and an evaluation of project alternatives and why each was found to be infeasible. The Statement of Overriding Considerations will present the social, economic or other reasons why the project should be approved even though significant environmental impacts may result (i.e., why the project's benefits override the .,.,.-.._......_~..,...........--.",--...
