Population and Housing This section of the ErR will evaluate the potential increases in population and resulting need for housing as a result of the proposed project. The analysis will include any potential mitigation measures as they relat(1 to housing needs, including affordable housing. Public Services and Utilities DEA will evaluate the project's impacts to public services, including Sewer and Water, Police, Fire, Emergency Medical Service, Solid Waste Disposal, and Gas and Electricity. The project's demands on public services and utilities and the potential impact, as measured by the City's standards for service and thresholds, will be evaluated. Other facilities, such as transportation and drainage facilities, which have been addressed in other sections of the EIR, will be appropriately referenced. Should additional issues be identified during the Notice of Preparation (NaP) or public review process, these issues shall be incorporated into the ErR. An amendment to our Scope of Work and Budget may be necessary if significant changes to the anticipated scope of the EIR occur or if new issues requiring substantial evaluation or analysis beyond what is assumed in this proposal. In addition to the project description and environmental analysis by issue area, as required by CEQA, the EIR will include a discussion of Cumulative Effects, Effects Not Found to be Significant, Mandatory CEQA Summary Section, Growth Inducing Effects, and Alternatives to the Proposed Project. Task 2.2 - Mitigation Monitoring and Reporting Program Since January 1, 1989, lead agencies have been required by AB 3180 (PRC 21081.6) to provide monitoring and reporting to ensure implementation of mitigation measures required as part of specific project approvals. Staff at DEA is experienced in preparing practical, easily implemented mitigation monitoring plans for a wide range of mitigation requirements including revegetation plans, noise and traffic mitigation, paleontology and cultural resources, and public services phasing and financing plans. Monitoring is linked to specific stages of project development, such as the grading permit, building permit, and/or certificate of occupancy, to ensure that all mitigation measures are implemented. Phase 3: EIR Processing For purposes of this proposal, the Processing Phase encompasses the period from initial submittal of the focused EIR to the City to the ultimate consideration of the project by the decision-maker. Our extensive experience indicates that ongoing interaction and communication with City staff throughout the document preparation and project review process minimizes the concerns that arise at the Screencheck review stage.
