The additional services that are beyond the scope of this study include, but are not limited to, evaluating additional study locations, conducting additional traffic counts (conducting AM and PM peak-period intersection turning movement counts at more than one (1) intersection and 48-hour volume counts at 5 roadway segments), updating the technical analyses to reflect additional project descriptions, preparing conceptual designs of mitigation measures, and responding to comments requiring more than 4 staff hours or additional technical analysis. Fehr & Peers Associates will conduct additional services upon receipt of written authorization. Hydrology and Drainage The EIR will address the Stormwater Pollution Prevention Program and include a completed "NPDES Permit Compliance Checklist" for the project. Appropriate mitigation measures, including those from the City of Redwood City's "Local Source Control Measures List" and best management practices for the construction and post construction condition, will be identified, as necessary, to reduce project related impacts. Additionally, a discussion of tanks and pipes used for the proposed gas station USeS will be identified and the potential for groundwater leakage will be evaluated. Geology and Soils The discussion of Geology and Soils in the EIR will be based on the geotechnical investigation that has been or will be prepared by others for the project site. This study will assess site conditions and provides recommendations for earthwork construction. The conclusions and recommendations of the report will be summarized and any necessary site preparation measures will be included as either standard conditions or as mitigation measures, as appropriate. Additionally, a discussion of tanks and pipes used for the proposed gas station uses will be identified and the potential for soil contamination will be evaluated. Hazards and Hazardous Materials The discussion of hazards and hazardous materials in the EIR will be based on the Phase I and Phase II Environmental Site Assessments (ESAs) to be prepared by the applicant's consultant. The findings of the Phase I and II ESAs would be summarized under this issue. Additionally, a discussion of the tanks and pipes proposed for use by the gas station will be identified and the potential for soil and groundwater contamination will be evaluated. Cultural Resources The cultural resources section will be based on existing data available at the City of Redwood City. This would include the General Plan and General Plan EIR, the geotechnical study prepared for the site (based on the soil type), and any other available data. The site is currently developed and is unlikely to contain artifacts. A full analysis will be presented in the EIR. Should there be a probability of cultural resources at the site, appropriate mitigation would be included. Biological Resources At the City's request, we have included biological resources in our scope. Based on the fact that the existing site is developed and neighboring parcels are disturbed, the potential for encountering biological resources is minimal.
