<br />Identify Significant Impacts and Recommend Mitigation Measures: The results of the level of <br />service calculations for Project Conditions will be compared to the results for <br />Background Conditions to identify project impacts at the unsignalized intersection. If <br />significant impacts are identified, feasible mitigation measures will be recommended. <br />Feasible mitigation measures are those that can be constructed within the existing right- <br />of-way or that require minimal right-of-way acquisition, such as minor intersection lane <br />additions and restriping. The construction phasing of the proposed project will be taken <br />into account for project impacts. <br /> <br />Conceptual drawings of mitigation measures will be. prepared as an additional cost. <br /> <br />Other Operational Issues: The drop-off and pick-up operations of nearby Hoover <br />Elementary School and the operations of the proposed project will be evaluated for both <br />safety and operational impacts. Observations will be made at the school (provided school <br />is in session) during these times. <br /> <br />The project proposes a fueling station that could create on-site queuing issues. Queues <br />will be estimated based on projected trip generation estimates provided in the original <br />study along with any available data from recent professional publications. If inadequate <br />data is available to estimate projected queues, surveys of existing Costco fueling <br />stations(s) could be conducted as an additional service. <br /> <br />The traffic analysis will consider, in concept, the placement of a traffic signal at the <br />intersection of Flynn and Scott Avenues and provide recommendations to City staff. In <br />addition, the analysis will also consider the possibilities of moving the entrance further to <br />the south and providing another access point to the site at Charter Street. <br /> <br />Assess Site Access, On-site Circulation, and Parking: The site plan for the project will be <br />reviewed to assess the operation of the site driveways and the internal circulation system <br />within the parking areas. This assessment will include a detailed review of the geometries <br />to ensure that passenger, delivery, and emergency vehicles can maneuver within the site. <br />This analysis will include a discussion of pedestrian circulation in and immediately <br />adjacent to the proposed project site. <br /> <br />The parking supply will be assessed to determine the appropriate number of required <br />parking spaces based on a comparison of city requirements and the gross square footage <br />versus the actual retail space area. <br /> <br />Prepare Documentation: The results will be documented in a draft memorandum report and <br />will be submitted to the client and to city staff. The fee estimate includes 4 staff hours for <br />responding to comments on the draft report and preparing the final memorandum. <br />Responding to comments requiring more than 4 staff hours or requiring new technical <br />analyses will be completed as an additional service. <br /> <br />Additional Services: The scope of work has been tailored to meet the specific requirements <br />of this project. However, during the course of the study, additional services may be <br /> <br />'-r-""'--'--Y-'" ....-. <br />
