<br />Peer Review of Traffic Study and Transportation Demand Management (TOM) Program: Fehr & <br />Peers will perfonn a peer review of the Redwood City Costco Expansion traffic analysis <br />prepared by Kittelson and Associates to detennine if it adequately addresses the impacts <br />of the proposed project. Our review will include an assessment of the general scope of the <br />analysis and the underlying traffic assumptions as well as the methodologies used to <br />evaluate the existing and future traffic operations. Fehr & Peers will evaluate the trip <br />generation, trip distribution and trip assignment assumptions, along with the impact <br />analysis and proposed mitigation program. <br /> <br />Fehr & Peers will also perform a peer review of the TDM program and coordinate with <br />City/County Association of Governments (C/CAG) to verify its acceptance. <br /> <br />Local Residential Neighborhood Streets: The following intersection and roadway segments <br />will be analyzed under Existing, Background, and Project Conditions: <br /> <br />. Middlefield Road and Flynn Street (unsignalized intersection) <br />. Charter Street (roadway) <br />. Flynn Avenue (roadway) <br />. Willow Street (roadway) <br />. Laurel Street (roadway) <br />. Scott Avenue (roadway) <br /> <br />The physical characteristics of the surrounding roadway network will be reviewed during <br />a site visit to identify existing roadway cross-sections, intersection lane configurations, <br />traffic control devices, surrounding land uses, and the locations of pedestrian, bicycle, <br />and transit facilities. Existing intersection/roadway operations will be observed. <br /> <br />Our proposal includes new AM and PM peak period intersection counts at the one study <br />intersection and 48-hour roadway volume counts at one location on each roadway (5 <br />locations) as well as collection of speed data for the following roadways: <br /> <br />. Laurel Street <br />. Willow Street <br />. Charter Street <br />. Flynn Avenue <br />. Scott Avenue <br /> <br />The operations of the unsignalized intersection will be evaluated for the AM and PM <br />peak hours with level of service calculations using the TRAFFIX level of service analysis <br />software. Traffic volumes for Background and Project Conditions will be obtained from <br />the original study where appropriate. It is expected that the original traffic study will <br />provide all necessary Background and Project traffic volumes necessary to complete the <br />analysis of these roadways. Additional services may be required if data included in the <br />traffic analysis is incomplete. <br /> <br />',,---'-~--,---'" .,,--- . <br />
