. Summarization findings in a "stand-alone" draft noise technical report in a
setting/impact/ mitigation fonnat.

Air Quality
An analysis of potential air quality impacts will be presented in the EIR based upon the
results of an air quality analysis to be prepared by Giroux and Associates that utilizes the
projected traffic counts (short-tenn, long-tenn and buildout conditions) to quantify
mobile source emissions. The project's relati, onship to regional air quality and land use
assumptions will be presented in the EIR. The EIR will also evaluate the potential for
carbon monoxide (CO) "hotspots," as well as potential impacts to nearby existing and
future sensitive receptors. Potential air quality impacts as a result of construction
activities will also be addressed. The Air Quality analysis prepared for the project will
include:

. Update our atmospheric environment setting sections for the project area based on
data from the nearest Redwood City AQMD air monitoring station.

. Calculate temporary construction activities emissions.

. Calculate regional vehicular emissions using the California Air Resources Board
(ARB) URBEMIS2002 computer model.

. Evaluate the potential for any micro-scale air pollution "hotspot" fonnation at project
area intersections using a screening procedure based upon the CALINE4 line source
dispersion model.

. Discuss project consistency with the San Francisco Bay Area Air Basin Regional Air
Quality Management Plan in tenus of land use planning consistency.

. Identify any potentially applicable mitigation measures, including any relevant
transportation control measures (TCMs) incorporated into the air basin portions of
the California State Implementation Plan (SIP).

. Discuss the potential effects on local air quality of cumulative development in the
area.

. Compare air quality impacts of alternatives to those of the proposed project.

. The Bay Area AQMD CEQA guidelines will be the protocols that will be followed
for air quality.

. Summarize findings in a "stand-alone" draft air quality technical report in a setting/
impact/mitigation fonnat.

Transportation, Circulation, Access and Parking
A traffic analysis will be prepared by others to assess the project's effect on the planned
transportation network. Based on this traffic analysis, the EIR will identify potential
impacts and recommend improvements to the circulation system which would mitigate
the project's significant impacts to below a level of significance.

.
