<br />Summarized below is our approach to key environmental issues to be addressed in <br />sections 5.0 of the EIR <br /> <br />Land Use, Planning and Zoning <br />The Land Use, Planning and Zoning discussion will be the first impact topic to be <br />addressed in the EIR. This will allow the reader to be easily acquainted with the project. <br />The other analyses will follow in a logical manner from the base established in the Land <br />Use, Planning and Zoning section. <br /> <br />The land use analysis will describe existing plans and policies that affect the project site. <br />The land use section will address any proposed changes to land use designations, zones, <br />development intensity, and infrastructure. The analysis shall address compatibility with <br />adjacent land uses and intensities of development with particular emphasis on the <br />transition between the proposed land uses and adjacent existing land uses. As such, the <br />EIR will include a plan-to-plan and plan-to-ground analysis. <br /> <br />Aesthetics <br />This section of the EIR will address both existing and potential visual quality effects of <br />the project, especially as it relates to community character. In addition, the EIR will <br />address the visual impact of the proposed project from public vantage points. The project <br />site is highly visible form a variety of public view shed areas. <br /> <br />Noise <br />DEA will incorporate the results of the noise analysis prepared by Giroux and Associates <br />to evaluate the impacts of the proposed project. This section of the EIR will address the <br />ambient noise environment of the prop,:rty and assess potential impacts associated with <br />short-term construction and vehicular impacts upon surrounding uses. Noise impacts will <br />be related to the established City performance standards, and appropriate mitigation <br />measures provided if necessary. The Noise analysis prepared for the project will include: <br /> <br />. Development of a baseline noise exposure profile in terms of the CNEL noise metric <br />using the FHW A Model with the latest California vehicle noise curves <br />(CAL VENa). <br /> <br />. Preparation of a no-project versus with-project mobile noise impact comparison, <br />including any viable project alternative development scenarios. Identify specific <br />sensitive receiver locations where mobile source noise impacts may adversely affect <br />project vicinity residents. This would analysis would include a review of noise <br />generated by truck trips to and from the project site and noise generated by the <br />proposed on-site tire center. <br /> <br />. Evaluation stationary noise impacts from temporary on-site construction noise <br />sources. <br /> <br />. Relate project noise impacts to the Noise Element noise/land use compatibility <br />guidelines in the city of Redwood City General Plan Noise Element and/or other <br />applicable noise exposure regulations. <br /> <br />. Development of a noise impact mitigation plan for any predicted noise impacts that <br />exceed target noise exposure limits. <br /> <br />".,""""""--Y-<-""""" <br />
