<br />We will prepare initial estimates of revenues from property tax and sales tax (based on <br />information to be provided by the project sponsor) that would be generated by the <br />proposed proj ect. <br /> <br />Fiscal Task 2: Meet with City Staff <br />We will meet with the Finance Director (or other Finance Department staff, as <br />appropriate) and staff of other City departments to confirm our tentative revenue and cost <br />equations. Staff of other departments may include, at a minimum, the Police Department, <br />Fire Department, and Public Works. <br /> <br />In some cases, it may become apparent that simple equations, such as are typically used <br />for fiscal analyses, will not be appropriate for this project. We are particularly concerned <br />about the estimated of service costs: typically, service demands and costs are considered <br />on a "per capita" basis. If this approach is applied to the proposed project, no costs <br />would be anticipated because the project does not include housing, and therefore would <br />not accommodate any resident population. In this light, we will discuss likely impacts of <br />the project and service responses with City staff to arrive at reasonable conclusions about <br />changes in service demands and resulting changes in costs. In discussions with the Police <br />and Fire departments, we will use the public service information reported in the EIR as a <br />starting point. <br /> <br />Fiscal Task 3: Prepare Draft Fiscal Analysis and Report <br />Based on our review of the budget (Fiscal Task 1) and our meetings with City staff <br />(Fiscal Task 2), we will analyze the fiscal impacts of the proposed project. This analysis <br />will be presented to the City in a draft report that describes the project, details our <br />assumptions about revenues and costs, and compares expected revenues and costs upon <br />completion of the proposed project to current revenues and costs (as provided by the city <br />of Redwood City). <br /> <br />We will provide electronic copies of the report to the City and the EIR consultant for <br />review. We ask that all comments be returned to us on a single printed copy of the <br />report, and that they be non-contradictory. <br /> <br />We would be happy to meet with the EIR consultant and/or the City to discuss comments <br />on the draft report. We recommend that, if such a meeting is desired, it be combined with <br />a similar meeting on the economic analysis. <br /> <br />Fiscal Task 4: Prepare Final Fiscal Analysis and Report <br />We will finalize the fiscal report by incorporating responses to comments on the draft <br />from the city of Redwood City and the EIR consultant. We will deliver one printed copy <br />and an electronic copy of the final report to the City and the EIR consultant. <br /> <br />Information Required from the Applicant and the City <br />For the scope of work outlined above, we would need the applicant to provide the <br />following information: <br /> <br />. <br /> <br />Identification of similar expansions and gas station additions completed in California <br />during the past 5 to 10 years. <br /> <br />"'T'--""-- "--"'T"'--"---" <br />
