Propos.ed Scope of Work DEA's approach to the proposed project is structured not only to be comprehensive, but also to provide maximum flexibility and control over the environmental analysis which is required for the proposed project. Our approach ensures that all needed work efforts can be undertaken efficiently and expeditiously, without affecting the project schedule. This approach extends to each phase of the planning process from initiation through document approval. Presented below is our anticipated work program for completing and processing the Initial Study and EIR for the proposed project. Additional issues or refinements to the scope of work may be warranted as a result of additional review by the City or DEA, or in response to comments or letters received during the Notice of Preparation period or the public review processes. In this case, DEA will modify our agreement accordingly. Often, project refinements occur during the planning and environmental document preparation process. Minor project changes can be easily incorporated into the environmental document without significantly affecting the overall project scope, schedule, and costs. In some cases, however, major changes occur to a project, requiring wholesale modifications to the project description, which must be reflected throughout the document text and graphics. Should this occur as part of the project, we will discuss the project changes with City Staff and determine if an amendment to our Scope of Work and Budget is warranted. DEA will make every effort to work within our proposed Scope of Work and Budget, and will make a commitment to stay on-schedule, depending on the extent of modifications, which may arise during our preparation, and processing of the EIR. All environmental documents prepared by DEA as presented in this proposal shall be prepared in accordance with the city of Redwood City environmental review procedures; with the criteria, standards and procedures of the California Environmental Quality Act (CEQA) of 1970, as amended, (Public Resources Code Sections 21000 et seq.) and the CEQA Guidelines (Public Resources Code Section 15000 et seq.); and with other applicable regulations, requirements and procedures of any other responsible public agency or any agency with jurisdiction by law. If there are conflicts between the city of Redwood City's requirements and those of any other agency, the city of Redwood City's shall prevail when the City is the Lead Agency. Phase 1: Program Organization, Site Analysis, Scoping, and Notice of Preparation Task 1.1 - Organizational Project Team Meeting In order to initiate the work program for the project, DEA suggests that an organizational project team meeting occur that include key members of the project team. The purpose of this initial meeting will be to identify project goals and establish a project schedule. Known aspects of the project can be discussed, all available data and information (including completed technical studies) can be distributed, team responsibilities identified, and critical schedule milestones established.
