<br />Traffic and Circulation <br /> <br />The Initial Study will describe the traffic and circulation impacts of the project, based upon a <br />traffic analysis prepared for the project by Myer, Mohaddes Associates. The traffic analysis will <br />review and update the earlier traffic study com.QI~.tedJor the project by the City Public Works <br />DepaI't!ßent.~r!~.iQ~Diifiany--pÒtentìal--Slgnfficant tI'affic and parking impacts, as welläS'ãny- <br />avail~ble mitigation measures. A brief description of each of the tasks is provided below:- <br /> <br />Review of Previous Traffic Analysis and Data Collection <br /> <br />Myer, Mohaddes Associates will review the previous traffic study prepared by the City, as well <br />as staff reports and available data. New intersection turning movement counts will be collected <br />at the intersection of Roosevelt Avenue and Upton Street during the AM (7:00-9:00 AM), <br />Midday (II :30AM-I :30 PM), and PM peak period (4:00-6:00 PM). These volumes will be <br />compared with the volumes used in the earlier Public Works Department study. The 24-hour <br />traffic volume counts collected by the City Public Works Department for Upton- Street and <br />Roosevelt A venue will be used. <br /> <br />Traffic Impact Analysis <br /> <br />Trip generation and distribution for the proposed residential development will be based on the <br />pJevìoustr~ffic study. The trip generation will be based on rates published in the Institute of <br />Transportation Engineers, Trip Generation, 5th edition. Level of service analysis will be <br />performed for existing, no. project, and project conditions using the 1994 Highway Capacity <br />Manual methodology. The no project conditions will assume that the supermarket building is <br />re-opened. Review of project impacts to the sUITOunding neighborhood streets will be included. <br /> <br />Parkin~ Analysis <br /> <br />An analysis of the parking supply and demand for the project will be performed. This will <br />include a review of the available on- and off-street parking supply in the vicinity of the project <br />site. <br /> <br />Air Quality <br /> <br />The Initial Study will describe the existing climate and. ambient air quality of the project area <br />and will identify sensitive receptors for air pollutants wlthin the project area. The project is not <br />expected to result in significant air quality impacts, due to the low volume of traffic generated <br />by the project. A quantitative analysis of vehicular emissions is not proposed in this scope of <br />work, because there are less than 2,000 vehicular trips per day anticipated to be generated by the <br />project. However, due to the presence of sensitive receptors in the immediate project site area, <br />the project could result in temporary air quality impacts during construction.
