by the City Manager, with the approval of the City Council, for the unexpired term of such member. Members shall serve without compensation. SECTION 2. The officers of said Commission shall be a chairman, a vice-chairman and a secretary, each of whom shall serve for a period of one (1) year. The present officers of said Commission shall continue in their respective offices for the balance of the year for which they have been elected. Yearly thereafter an elec- tion shall be held by the Commission to elect such officers. SECTION 3. Regular meetings of the Commission shall be held once a month at the City Hall of said City upon a date to be fixed and determined by the Commission. All meetings shall be open to the public. Meetings of the Commission shall be presided over by the Chairman, or in his absence by the Vice-Chairman, or in his absence by a Chairman pro tem, selected at such meeting by the members pre- sent. Special meetings may be called at any time by the Chairman, Vice-Chairman, or any three (3) members of the Commission, provided written notice is given each member, specifying the time thereof at " I least four (4) hours prior thereto.. The Commission shall have avail- able to it as it may require, the services of the City Engineer, City Attorney and other department heads who may be required to attend a meeting of the Commission to furnish technical advice and services, subject to their prior engagement in other public duties.)í SECTION 4. The duties of the various officers of the Com- mission shall be as follows: (a) The Chairman shall preside at all meetings, submit all motions to vote, and in general do all things ordinarily required of a Commission Chairman. (b) The Vice-Chairman shall assume and perform the duties of the Chairman in his absence. (c) The Secretary shall prepare an annual re- port on activities of the Commission which, when approved by the Commission, shall, on or before April 30th of each year, be transmitted 2. T ~
