<br />to the City Manager; in which report shall be included an annual <br /> <br />departmental budget covering the anticipated revenues, and the <br />expenditures of the department, for the succeeding fiscal year. <br /> <br />He shall perform such other duties as are usual for a Secretary. <br /> <br />All Commission members will have the right to vote on all <br /> <br />submitted motions at all meetings. <br /> <br />SECTION 5. <br /> <br />Five (5) members of the Commission shall con- <br /> <br />stitute a quorum, and in the absence of a quorum no meeting shall <br />be held except for calling such meeting to order and adjourning. <br /> <br />Any and all proposed action, at any meeting, may be exec- <br /> <br />uted and consummated by a majority of the Commission members <br /> <br />present. <br /> <br />SECTION 6. <br /> <br />The general objectives of the Commission shall <br /> <br />be to encourage, foster, facilitate, establish and maintain a <br />systematized program of parks, recreation and playgrounds, to be <br /> <br />made available to residents and visitors of the City. <br /> <br />SECTION 7. <br /> <br />To achieve the objectives of the Commission, <br /> <br />the following shall be its powers and duties: <br /> <br />(a) <br /> <br />To recommend to the City Council, or City <br /> <br />Manager, the establishment of an adequate system of parks, play- <br /> <br />grounds, bathing facilities, and any other recreation establi sh- <br /> <br />ments which it deems advisable, including equipment and mainten- <br /> <br />ance thereof and provision for adequate compensated personnel <br /> <br />required properly so to do, including provision for adequate <br /> <br />compensated personnel to supervise such recreational activities. <br /> <br />( b) <br /> <br />To recommend the acquisition of such real <br /> <br />and personal property as in its judgment is deemed necessary to <br />effect the desired objectives. <br /> <br />SECTION 8. <br /> <br />All matters pertaining to parks, playgrounds <br /> <br />recreation establishments and similar matters coming before the <br />City Councilor City Manager shall be referred by them to the <br /> <br />Commission for its recommendations and suggestions. <br /> <br />SECTION 9. <br /> <br />The City Treasurer sh&l keep a separate Park <br /> <br />and Playground a ccoun t which shall show receipts and di sbursemen ts <br /> <br />3. <br /> <br />,.. -' <br />
