to the City Manager; in which report shall be included an annual departmental budget covering the anticipated revenues, and the expenditures of the department, for the succeeding fiscal year. He shall perform such other duties as are usual for a Secretary. All Commission members will have the right to vote on all submitted motions at all meetings. SECTION 5. Five (5) members of the Commission shall con- stitute a quorum, and in the absence of a quorum no meeting shall be held except for calling such meeting to order and adjourning. Any and all proposed action, at any meeting, may be exec- uted and consummated by a majority of the Commission members present. SECTION 6. The general objectives of the Commission shall be to encourage, foster, facilitate, establish and maintain a systematized program of parks, recreation and playgrounds, to be made available to residents and visitors of the City. SECTION 7. To achieve the objectives of the Commission, the following shall be its powers and duties: (a) To recommend to the City Council, or City Manager, the establishment of an adequate system of parks, play- grounds, bathing facilities, and any other recreation establi sh- ments which it deems advisable, including equipment and mainten- ance thereof and provision for adequate compensated personnel required properly so to do, including provision for adequate compensated personnel to supervise such recreational activities. ( b) To recommend the acquisition of such real and personal property as in its judgment is deemed necessary to effect the desired objectives. SECTION 8. All matters pertaining to parks, playgrounds recreation establishments and similar matters coming before the City Councilor City Manager shall be referred by them to the Commission for its recommendations and suggestions.
