of allmoneys of any kind or character relative to parks, recrea- tion and playground activities. SECTION 10. The City Council shall yearly appropriate such moneys, and allow the use of such City property, real and personal, as said Council may deem necessary for the purpose of carrying on the activities of the Commission. SEC TI ON II. From time to time the Commission may appoint com- mittees, the membership of which shall be composed of a Commissioner, as Chairman, and such other persons, either members of the Commis- sion or otherwise, who may be selected by the Commission. Such committees shall function in investigations and in providing the groundwork and details necessary in the establishment of recreation and playground centers. After the completion of the work of such a commi ttee, it shall make a written report and recommendations t 0 the Commission relating thereto. SECTION 12. All ordinances or parts of ordinances in conflict with this ordinance are hereby superseded by this ordinance. SECTION 13. This ordinance shall take effect and be in force from and after thirty (30) days after its passage and~option.
