"(a) To recommend to the City Council, or City Manager, the establishment of an adequate system of parks, playgrounds, bathing facilities and any other recreation establishments which it deems advisable, including equipment and maintenance thereof and provision for adequate compensated personnel required to properly do so, including provision for adequate compensated personnel to supervise such recreational activities. .. (b) To have charge of allocating the rooms, lockers and other facilities of the Veterans Memorial Building and to make rules and regulations in connection with the operation and use of the building by veterans, patriotic, fraternal and benevolent associations: providing, however, such rules may permit the use of such facilities by other than veterans' organizations so long as such use does not interfere with the accustomed, usual and ordinary enjoyment thereof by veterans. .. (c) To recommend to the City Manager matters pertaining to the repair and maintenance of the Veterans Memorial Building and the employment of personnel, if necessary, for the proper care and maintenance of the Veterans Memorial Building. All employees necessary for the operation of the Veterans Memorial Building shall be regular employees of the City. ..
