John Anagnostou proposed a configuration and displayed an historical problem. He stated that now is the time to fix the downtown and Winslow is the problem in that it is a thoroughfare and needs a traffic diet. He stated that Winslow could end into Depot Circle; Hamilton could end into Depot Circle with the opportunity to stop Middlefield Road at Main Street and create a whole new street. He submitted ten reasons to rename to Theatre Way: Fix a historic problem; help eliminate the cruising problem; help the flow of traffic; help direct people to our downtown; help get people to one of the only free future parking spaces; help with the perception of distance to get people to walk; make the Fox TheatrelLittle Fox/Century Theatres and all of downtown successful; create another destination; make future Depot Circle another better place; more businesses presently are for Theatre Way than against. He asked that Council take the time to decide, get more input Nita Spangler suggested allowing more time for consideration and acknowledging the disruption the change may cause. She requested Council consider a session to invite the town consultant, the community, the Planning Division, the County Planning Division and conduct as a classroom to determine the plan. Council Members comments and questions ensued regarding the proposal and the background on the topic to this point. Mayor Ira framed the consensus that the name should not be changed, that signage is the key to a successful downtown, and that Council needs to clearly set the policy. MIS Hartnett/Foust to direct staff to bring to Council a sign program that does not include the changing of Middlefield Road to Theatre Way. The program does include a sign and feature program that has an element referred to it as "Theatre Way" in some portion of it. It is a sign program that includes at least the following: 1.) Linkage from Veterans to the County parking garage so that people know how to get into the parking garage for purposes of public parking whether related to the theatre or other uses. 2.) That it is a program that directs people not only to the retaillcinema complex, the new courthouse, and Broadway, but that it is a sign program that provides direction to people to other places throughout the downtown. 3.) As part of the preparation for the sign program, that staff consult with the downtown business association and others in the community prior to returning to Council with the recommendation.
