<br />Planning Manager Church explained that Council requested information be <br />brought forward concerning remaining undeveloped lands on the Bayfront. He <br />explained the lands designated as Urban Reserve in the 1990 General Plan. <br /> <br />Council asked various questions related to the process to change zoning <br />and whether changes require a full EIR. <br /> <br />Public Comment: <br />Lynn Trulio referred to her role as facilitator for Friends of Redwood City <br />forum. She stated that strong support to protect the bayfront, particularly, <br />salt ponds and wetlands was expressed as well as the bayfront remaining <br />primarily open space with public access. She continued to give the history <br />of the area and stressed the importance of protection from zoning <br />changes that allow development. <br /> <br />Pete Uccelli stated that the property owners had not been notified of this <br />meeting and his feeling that they should be advised of such matters. He <br />further stated that the Friends of Redwood City had won the election, but <br />that the taxpayers and residents had lost. He further stated that his <br />expectation had been that an alternate plan would be presented. <br /> <br />Bob Douglass, stated that Cargill Salt is eager to participate in the <br />General Plan process. He stated that the company has no plans at this <br />time and will work with the City and Council on any proposed changes. <br /> <br />Mayor Ira stated that this is a topic for review in the General Plan process <br />and Cargill Salt will be part of that process. He further stated that in the <br />January budget review consideration of a potential community survey on <br />the topic might be pursued. <br /> <br />Recommendation: <br />No action taken - informational report only <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. Submittal of Equalized General Improvement District 1-64 Assessment Roll - <br />Board of Equalization <br /> <br />Financial Services Manager Freeman gave the report stating that any appeals <br />would be heard on December 5,2005. <br /> <br />Recommendation: <br />MIS Foust/Aguirre to accept the equalized assessment roll for the General <br />Improvement District 1-64 for the 2005-06 fiscal year.
