Program <br /> <br />authorized pursuant <br /> <br />to <br /> <br />Title <br /> <br />I <br /> <br />of <br /> <br />the <br /> <br />Housing <br /> <br />and <br /> <br />Community <br /> <br />Development. Act of 1974, (P.L. 93-383), as amended (lithe Act"), <br /> <br />provides <br /> <br />for <br /> <br />the <br /> <br />issuance <br /> <br />of <br /> <br />grants <br /> <br />in <br /> <br />order <br /> <br />to <br /> <br />attain <br /> <br />the <br /> <br />obj ecti ve of <br /> <br />the <br /> <br />development <br /> <br />of viable <br /> <br />urban <br /> <br />communities, <br /> <br />by <br /> <br />providing decent housing and a sui table living environment and <br /> <br />expanding economic opportunities, principally for persons of low <br /> <br />or moderate income; and <br /> <br />WHEREAS, there has been presented to, and reviewed by this <br /> <br />Council, <br /> <br />an <br /> <br />application <br /> <br />to <br /> <br />the <br /> <br />United <br /> <br />St.ates <br /> <br />Department. <br /> <br />of <br /> <br />Housing and Urban Development for a Community Development Block <br /> <br />Grant in t.he amount of approximately Five Hundred Eighty-four <br /> <br />Thousand and No/100 Dollars ($584,000.00) for the period of July <br /> <br />1, 1991, through June 30, 1992; and <br /> <br />WHEREAS, <br /> <br />there <br /> <br />has <br /> <br />been <br /> <br />prepared <br /> <br />by <br /> <br />the <br /> <br />Director <br /> <br />of <br /> <br />Community Development a Notice of Determination, determining that <br /> <br />t.he proposed Community Development. Block Grant Program, as set. <br /> <br />forth <br /> <br />in <br /> <br />the <br /> <br />aforesaid <br /> <br />application, <br /> <br />is <br /> <br />exempt <br /> <br />from <br /> <br />the <br /> <br />requirements of NEPA and CEQA as a ministerial project and does <br /> <br />not. have a significant effect on the environment, and a not.ice of <br /> <br />such <br /> <br />determina t.ion <br /> <br />filed with the <br /> <br />County Clerk <br /> <br />of <br /> <br />San Mateo <br /> <br />County; and <br /> <br />WHEREAS, pursuant to the requirement.s of Section 104 (a) of <br /> <br />---.."....¡."'tr... <br />
