NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Planning Commission, having independently heard, considered <br />and weighed all the evidence in the record, finds that the above recitals are accurate <br />and constitute findings in this matter and, together with the staff report and the <br />application materials, including without limitation the development plans, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and <br />materials in the City's file for the application, and all adopted City planning documents <br />relating to the Project and the property including the City's General Plan, Zoning <br />Ordinance, Municipal Code, other applicable City laws and regulations, and all <br />associated approved and certified environmental documents, have together served as <br />an adequate and appropriate evidentiary basis for the findings and actions set forth in <br />this Resolution. <br />Section 2. CEQA: In the exercise of its independent judgment, the Planning <br />Commission finds that: <br />As set forth in CEQA Guidelines Section 15332 Class 32, the project is categorically <br />exempt because the project meets the general plan and zoning regulations, is on a lot <br />less than 5 acres within an urban context, does not contain habitat for endangered <br />species, and would not result in significant effects related to traffic, noise, air quality, or <br />water quality, as further described in the CEQA consistency memorandum attached to <br />the staff report. <br />Section 3. Architectural Permit AP2017-007 (Section 45.4): Subject to <br />Modifications Outlined in Section 3 below, the Planning Commission finds that: <br />A. The existence of sufficient variety in the design of the structure and grounds <br />to avoid monotony in the external appearance; <br />As proposed, the Project, including the five buildings on-site, utilizes a variety <br />of design elements including variation in size of the buildings, undulation of <br />the facades, and varying roof forms so that the external appearance of the <br />complex avoids monotony. Additionally, each unit's entry along the EI <br />Camino frontage would have its own defined entry with variations of colors, <br />entries framed as arches or rectangles, as well as undulations with entries, <br />which would also avoid monotonous appearances. <br />B.
