NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: Section 1. The Planning Commission, having independently heard, considered and weighed all the evidence in the record, finds that the above recitals are accurate and constitute findings in this matter and, together with the staff report and the application materials, including without limitation the development plans, and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the application, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Zoning Ordinance, Municipal Code, other applicable City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. Section 2. CEQA: In the exercise of its independent judgment, the Planning Commission finds that: As set forth in CEQA Guidelines Section 15332 Class 32, the project is categorically exempt because the project meets the general plan and zoning regulations, is on a lot less than 5 acres within an urban context, does not contain habitat for endangered species, and would not result in significant effects related to traffic, noise, air quality, or water quality, as further described in the CEQA consistency memorandum attached to the staff report. Section 3. Architectural Permit AP2017-007 (Section 45.4): Subject to Modifications Outlined in Section 3 below, the Planning Commission finds that: A. The existence of sufficient variety in the design of the structure and grounds to avoid monotony in the external appearance; As proposed, the Project, including the five buildings on-site, utilizes a variety of design elements including variation in size of the buildings, undulation of the facades, and varying roof forms so that the external appearance of the complex avoids monotony. Additionally, each unit's entry along the EI Camino frontage would have its own defined entry with variations of colors, entries framed as arches or rectangles, as well as undulations with entries, which would also avoid monotonous appearances. B. The size and design of the structure shall be considered for the purpose of determining that the structure is in proportion to its building site and that it has a balance and unity among its external features so as to present a harmonious appearance; The size and design of all units have been well planned in regards to the proportions of each building's size and orientation on the project site, in order to present a harmonious appearance.
