A. Permit Finding. Decisions regarding a Planned Development Permit shall be <br />based upon the purpose statement in Section 46.5. The design and <br />construction quality contained in all aspects of the development plan is <br />expected to exceed the quality standards typically required for new <br />developments located in similar Zoning Districts; and <br />The proposed project design and construction quality exceeds the minimum <br />quality standards typically required for new developments located in similar <br />Zoning Districts. The project incorporates high-quality urban designed stoop <br />units that would front onto EI Camino for visual interest and to promote <br />pedestrian activity The Project would incorporate Mediterranean Architecture <br />that would highlight detailing such as decorative metal railings and metal faux <br />Juliet balconies, circular gable roof vents, generous size common open space <br />with benches and picnic tables, dense landscaping, as well as an inviting <br />development entry sign on the east corner of EI Camino and Hopkins Avenue. <br />Additionally, the project would also include improvements in the public right- <br />of-way such as bulb -outs on all four corners of EI Camino and Hopkins <br />Avenue, installation of mature 24 -inch box street trees with tree grates and <br />guards in the widened 12 -foot wide sidewalk. <br />B. Findings for Modifications to Development Standards. Modifications may be <br />granted if it is determined that the proposed development will provide an <br />environment of physical and functional desirability, in harmony with the <br />character of the surrounding neighborhood or district. <br />The tandem parking design modification for 12 of the 33 garages would <br />provide an environment of physical and functional desirability, in harmony <br />with the character of the surrounding neighborhood and district. The tandem <br />garage parking would allow each unit to comply with the required minimum <br />number of parking spaces in an urban setting within the MUC. The MUC <br />purpose is to provide opportunities for development that supports major <br />transit and complementary uses, with the goal of facilitating transit use, <br />bicycle use, and pedestrian activity. Therefore, the Project embodies the <br />purpose of allowing residents of the complex to park their personal vehicle off <br />the street, in a different design configuration to support the goal of multi - <br />modes of transportation. Additionally, the MUC-ECR purpose allows for high- <br />intensity residential; and hence, would allow for tandem parking design to <br />achieve a high-intensity residential development. <br />Section 5. Tentative Map TM2016-008 (Section 30.42 of the Subdivision <br />Ordinance): The Planning Commission finds that: <br />A.
