As proposed, the Project would meet two of the three conditions (Conditions <br />A & C). Hopkins Avenue is a dead-end public street that terminates at the <br />JPB railroad. The Hopkins Avenue right-of-way would be improved with 21 <br />perpendicular parking stalls for the public's use, which is more than the <br />required 9 guest parking spaces. The Planning Commission finds that <br />elimination of the guest parking requirement is acceptable, in that two of the <br />three conditions would apply to the Project: 1.) Adequate street parking will <br />be provided on Hopkins Street and 2.) the Project site is located on EI <br />Camino Real, which is a major arterial roadway in the City, and is within <br />close proximity to retail shopping facilities and services. <br />G. The reservation of landscaping areas for the purposes of separating or <br />screening service and storage areas from the street and adjoining building <br />sites, breaking up large expanses of paved areas, separating or screening <br />parking lots from the street and adjoining building sites, and separating <br />building areas from paved areas to provide access from buildings to open <br />space areas; <br />Landscaping is proposed to provide curb appeal, as well as to soften the <br />transition from the major corridor up to the condominium complex. <br />Landscaping has also been placed at the rear of the parcel to screen and add <br />a buffer between the condominium complex and the JPB right-of-way. The <br />project site, in conjunction with landscaping areas, also utilizes permeable <br />areas with bio-swales and pervious pavers to allow for stormwater runoff to <br />be captured and treated on-site. <br />H. In the case of any commercial or industrial structure, the review authority shall <br />consider its proximity to any R District and shall consider the effect of the <br />proposed structure upon the character and value of the adjacent R District <br />area; <br />The Project does not involve any commercial or industrial structure. The <br />Project consists of all residential structures. <br />I. The provision of permeable areas and drainage design appropriate to capture <br />and treat stormwater runoff prior to its discharge from the site including, but <br />not limited to, the use of vegetated swales, landscape features, permeable <br />pavement materials, infiltration basins or engineered designs. <br />The City's Engineering division has reviewed the Project's permeable paving <br />areas, landscape features and areas, and bio-swale areas to capture and <br />treat stormwater run-off prior to discharge from the site, and determined that <br />the Project would comply. <br />Section 4.
