<br />EXISTING APPROPRIATIONS; ADOPTING THE BUDGET FOR GENERAL <br />IMPROVEMENT DISTRICT NO. 1-64 FOR FISCAL YEAR JULY 1, 2005- <br />JUNE 30, 2006; MAKING PROVISION FOR INTERIM EXPENDITURES AS FO <br />JULY 1, 2005; AND REPEALING ORDINANCE NO. 2267, AND ALL <br />ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH (First reading <br />on July 11, 2005). <br /> <br />5.1 Section - Motions (continued) <br /> <br />H. Tree Preservation and Sidewalk Repair Program <br /> <br />Council Member Bain requested that in the future there be more background on <br />record of service and whether any complaints have been filed on the contractor. <br />He stated his desire to revisit the tree maintenance and sidewalk repair program <br />and was glad to see information on the rubberized sidewalk. He encouraged the <br />Council and City Manager to have it come back on a future agenda. <br /> <br />Vice Mayor Pierce stated that there is a conflict in values between smooth <br />sidewalks and preservation of trees making rubberized sidewalks allowing to <br />have sidewalks coming up with tree roots without so much pruning. Concern <br />about the root trimming expressed by some of the neighborhoods is being <br />addressed going forward in the tree maintenance policy. <br /> <br />Mayor Ira stated that a task force would be implemented to study this topic as <br />there are competing values in the community. <br /> <br />Recommendation: <br />MIS BainlPierce to approve Change Orders No.2 for the not-to-exceed amount <br />of $56,000.00, and No.3 for the not-to-exceed amount of $142,413.00 for the <br />Tree Preservation and Sidewalk Repair Program contract with JJR Construction, <br />Inc. of San Mateo, CA. The motion passed by a unanimous voice vote. <br />MINUTE ORDER 05-153 <br /> <br />6. STAFF REPORTS <br /> <br />A. Downtown Parking Management Plan <br /> <br />City Manager Everett stated that with the enormous amount of work staff has put <br />into this topic, it is still clear that it is not possible to accurately guess what will <br />happen when the theatre opens. The ordinance contains flexibility to move <br />quickly as any changes or issues arise. <br /> <br />Downtown Development Coordinator Zack reiterated the goals of the parking <br />management plan which involves balancing competing needs.
