John Anagnostou stated he has listened to several of the parking plan
presentations, and as the owner of the Fox Theatre and Little Fox, he thinks it is
a good, innovative plan. He further stated that there will be a number of people
coming to our town and that they need to be managed. On behalf of himself and
his partner, he stated his support of the new business parking plan.

City Manager Everett clarified that the validation component applies to those
retail and restaurant businesses in the downtown that will have equity with retail
and restaurants in the project. He further stated that because permits would not
be validated, the concern of employees validating each others parking is not as
great but will be considered.

Council Members agreed that monitoring of validation is important; that the staff
flexibility in the plan that responds to the comments received along way is
appreciated; permit fees have not changed since 1993 and are not unreasonable
in the plan; lifting of time restrictions in the garage will be of substantial benefit to
the tenants; and that the rates will be favorably competitive and not a
disadvantage. Council extended appreciation to staff for a plan that is thoughtful,
flexible and responsive to the downtown business owners. Discussion ensued on
the permit buyback and debit card concepts. The idea of a citizen advisory group
to determine application of generated revenue was supported with a suggestion
that the HHCC model might be used. The City of Pasadena website was
mentioned as a good model for information relating to garages, off-street parking
available, hours of operation, costs, special event parking and several
subsections. Council emphasized that the merchants and community have
waited for the opportunity to take revenue generated from reasonable rates and
turn it back into the downtown to provide for lighting, cleanliness and safety.

City Manager Everett stated that the permit buyback, debit type card and citizens
advisory committee concepts could come back for Council consideration in
September.

Recommendation:
M/S Howard/Pierce to:
1. Introduce the attached Ordinance, which establishes meter rates based on
the fair market rate, eliminates time limits, allows for the installation of
computerized pay-by-space meters, utilizes Downtown meter revenue for
parking and traffic related improvements pursuant to Section 20.121, and
provides for modifications to the parking permit program.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
AMENDING CHAPTER 20, ARTICLE VII OF THE REDWOOD CITY MUNICIPAL
CODE BY AMENDING SECTIONS 20.96 THROUGH 20.96.21 IN THEIR
ENTIRETY AND DIVISIONS 4, 5, AND 9 IN THEIR ENTIRETY

JOINT MEETING MINUTES
CITY COUNCIL AND REDEVELOPMENT AGENCY

JULY 25, 2005
PAGE 10

TO -
